FPS Lags

Hello guys, i have decent lags in plutonium but i dont know how i can hold my 60 fps constantly. Its like i have 3 seconds 60 fps ingame and then it breaks down to 30 and goes up and down and that makes it unplayable for me. My specs are:
- Intel Core i5 10210U CPU @ 1.60 GHz
- NVidia GeForce MX250
- Intel(R) UHD Graphics
- Win10 x64 with 8 GB
What can i do to have constant 60 fps? I have lowered all my settings but it didnt get better so there must be another problem. I hope you guys can help me.

Make sure the game runs on the dedicated GPU.
