edward i made an expection in the firewall the game loads to the main menu, but for some reason its run on localhost not the server

edward Thats normal. Don't worry.
The next step would be to check on your router to see if it has a router level firewall, if so, either disable it or allow plutonium through it. I can't explain how to do that as it's different per router model.
Also, just to be sure, verify your MW3 Base game files via Steam, maybe something corrupted.
