how to enable cheats

on other plutonium games, (thereisacow 1337;developer 1;sv_cheats 1;monkeytoy 0) would enable cheats. on waw, however, it doesnt. thereisacow doesnt exist, and sv_cheats is read only. how do i enable cheats ?

devmap <mapname>in the console and sv_cheats will be 1. Some custom maps have an anti-cheat however. -
