Install everything inside this (dxsetup.exe inside DirectX as well) https://drive.google.com/u/0/uc?id=1gG_DXaZfAUETfXaYJzCP36ImvE_bO_x9&export=download, restart your PC and try launching the game again. If it still shows the same error, screenshot your mw3 folder and game settings of the launcher.
