Caused due to you downloading some shitty repack for some other game and it fucking with system dlls. Where did you download BO2 from? Try running dxsetup.exe inside the directx folder, from the redist folder.
If that doesn't fix it, try launching cmd as admin and writing these commands. After it's done, restart your PC.
dism /online /cleanup-image /restorehealth
