can I with plutonium play custom games with someone who bought bo2 on steam?

No. Get your friend to download Plutonium, they can use their own Steam files so they won't have to download the full game again.

Yeah, what icy said. Just get your friend to download the Pluto launcher (https://cdn.plutonium.pw/updater/plutonium.exe).
