Can't direct connect through IP

A friend sent me his IP and other people can join him but i can't. I input "connect ip " on the console, a blue popup window on the corners shows up saying that it's connecting until it eventually disappears and leaves me hanging in the main menu.
I can join servers on the server browser and play solo, i just can't connect directly through the ip.
This is my bo2 folder.

Kimbe Your friend has to open the specified port. Also, the game needs to be started before you can join.
