After My friend enabled UPnP and port forwarded 28960 and opened udp 28960 in firewall and I tried connect to connect him but it does not work if I double click on him or use connect <ip>

If anyone can play waw zombs can you check if https://www.yougetsignal.com/tools/open-ports/ works with port 28960?

It say closed for my friend even after port fordwarding(Static IP for him).

    Help please.

These port checker websites don't work.
Can your friend post a screenshot of his port forwarding settings?
Also did he start the match before letting you connect?

Dss0 UPnP is enabled when checking in F10 menu and firewall rull is also added.
        This is how it looks.
And he did start and then I tried to join him using connect <ip> , and we also tried using spmin_players 2 command too.

EchoKratos why did you censor the local ip? it only exists on your lan. Make sure that one is correct and points to the pc that hosts the match, you can get the ip of said pc by opening cmd and running

          ipconfig
