Unable to disable Fullscreen optimizations

I do not know if the reason behind this is because you are trying to combat cheaters, but I cannot for the life of me find the exe that launches the game and disable fullscreen optimizations. With this option disabled I get massive input lag and my fps tanks.

\AppData\Local\Plutonium\bin

These 2 locations contain the .exe and the bootstrapper .exe
I knot sure what you mean by fullscreen optimizations but those 2 locations are responsible for launching the game.
