XINPUT1_4.dll missing when starting game

I get this error after deleting everything and installing everything fresh from scratch, i've installed all the DirectX files and all the other Redist, anyone knows the fix?

i have the same probel and do all the solutions posible and dont fix

i have windows 7

juanesyy we don't support win7, upgrade to win10.
