When I move main and zone it says its open in another folder, despite steam not running (task manager too) HELP ME PELEAS

Did you get the DLCs through the torrent or mega? If its the torrent, you might still be seeding it -> right click the torrent and pause it/remove it. If you got it through mega, no clue how the folder might still be in use, try restarting your PC and merging the folders again.
