BO2 capped at 10 FPS

I started having this problem since yesterday. Both zombies and multiplayer are capped at 10 FPS. Before this issue I used to have 300+ FPS. Double checked all the in-game settings and nothing seems to fix the issue. I've already tried deleting all the Plutonium files, BO2 it self and https://forum.plutonium.pw/topic/7154/low-fps-read-this, without success.

My problem seems to be the same one as https://forum.plutonium.pw/topic/2535/plutonium-running-at-15-fps, but instead of 15 I have 10 FPS.
