According to Microsoft forums, that error happens due to misconfigured or corrupted system files. Try launching cmd as admin and entering this:
dism /online /cleanup-image /restorehealthOnce it's done, restart PC and try launching the game again. If it still doesn't work, re-install windows. Also on another note, where did you download bo2 from?
