1 fps in the menu

I have a problem with the bo2 I start it without any problem it goes to 60 fps but when I load the servers it goes down to 1 fps the same when I enter the settings or online and they do not go up it is limited to 1 fps and I can't do nothing I already tried with the solutions they give but nobody knows what to do ah and before I played plutonium at 60 fps I always stopped playing it and today I open it again updated reinstalled and I continue with the error
