ReplikaIcey make sure you followed the guide correctly (host has to be in game). Also the one who joins can join by double clicking on the host name in th Friends List tab in the Plutonium overlay.
Finally make sure your router settings/Windows firewall/Windows antivirus firewall aren't blocking the connection.
