low fps for no reason

i used to have 180 now 30-63
drivers are updated
ive moved my setting and no matter the res it won't move any higher than 63
the max fps is unlimited
I already went to C:\Users\yournamehere\AppData\Local\Plutonium\bin and changed the properties
IDK what to do next -
Poisemn pc specs? are you using a laptop with dual gpus?
