cant even install the launcher

When i start Plutonium.exe, windows gives me the following message: Windows cant access device, path or
file. You may not have appropriate permissions to access them.

I have tried running plutonium as admin, i have admin permissions anyways. The game and plutonium are located in my F drive if that makes a difference. Smartscreen did scream plutonium to hell and back though. I am not very comfortable with running some random .bat file as admin in any case, no matter who made it and how credible they are.
