No internert connection, and no servers appear

I get error socket error 10060 and then it connecto to the correct port (4976) and enter to the game, but then I don't get any Local IP and port. 0 Servers in the server list and I don't know why

Llomen make sure plutonium (%localappdata%/Plutonium/bin/plutonium-bootstrapper-win32.exe) can communicate through your windows firewall. (https://www.technipages.com/blockunblock-programs-in-windows-firewall)

Dss0 yes, i have rules acepted but nothing. I change my dns to refresh it and nothing, I don't know what I'm doing bad... Months ago I created servers on plutonium and all go well but with the launcher and all doesn't works I don't know why

It get blocked for minutes here, trying to binding the port to 10060, and then its connect to 4976 and enter the game but I don't have internet apparently
