bo2 controller working on mw3 but not bo2

I've tried multiple videos, ds4 windows, and the guide on the website. It works for mw3 fine, but when I pull up bo2 it only registers mouse. I have the gamepad enabled and ds4 windows shows my inputs when I try it that way but it wont work
