You shouldn't lose your stats just by reinstalling, since they're saved in %localappdata%/Plutonium. Run plutonium.exe as admin. Also check out this guide - https://forum.plutonium.pw/topic/56/release-shotgun-rank-max-bank-all-perma-perks/
