pluto bootstrapper not loading

My friend has been trying to install bo2, he's already installed the plutonium launcher, he's extracted the bo2 base game and selected it in the correct directory, but for some reason everytime he tries to launch the game via plutonium, the bootstrapper doesn't even open, and the launcher simply closes. i thought initially the problem was because he wasnt running the program as an administrator, or because he was on windows 11, but we've kept trying to no avail. why doesnt the bootstrapper open on launch for him?

If its a fresh win11 install you'd need the redists as well. Run this, restart PC once its done.
