snock Key sites like Eneba give you keys you activate on Steam that gives you the official game on Steam, just like if you bought the game directly on Steam so your question is actually "Can I play Plutonium using a copy I bought on Steam?"
The answer is yes but you can also get the game for free legally on Steam, your choice.
