Ridiculous lag spikes on 30ms ping.

Game is almost impossible to play, entirely impossible to enjoy. Everyone is telling me this is normal however and nothing fixes it.
Steam BO2 is fine, IW4x is fine, every other game is fine. Is this a plutonium issue like everyone is saying in my lobbies and my friends, or what... If it is, how is this even released in such a state?...
My setup is fine, i get 300+fps. My internet is also fine. This is seemingly a issue local to PLuto BO2, and in every single server.
Any help, fix or information would be appreciated.

Edit: Found one FFA server where it happens less frequently. Every single other server its happening every 3-10 seconds.

It's server-specific, there are many w/o the issue
