I figure you can't activate any other permanent perk than jug and phd, tombstone, ikp.
Actually thinking logically you can probably get all perma perks except ray gun, which is only active when you are below rank two and the sniper thing I have no clue.

@Tentha You can disable ranking with a GSC script but it would only work for games you host.

@Tentha I guess you could also make sure you're rank 1, max out bank and backup the files
