Private Hosting Not Working

I have tried to make a private match with my friend and tried hosting it I have Upnp enabled range port forwarded (4976-4978) UDP and whitelisted all three ports and my friend is still not able to join and I don't know what to do below have attached the port forward rules:
I have also tried making them host, changing device ip, and disabling anti virus and nione of those options work
Covered ip cause not comfortable with showing it.
