Paralyzer Low Flight in Custom/Private Games Fix

It turns out the Paralyzer physics are tied to FPS (Possibly only host FPS) in such a way that higher FPS will reduce the propulsion on the Paralyzer. Setting an FPS cap at 60 or 120 will resolve the issue. I didn't notice a substantial difference between 120 and 60, but above 200 FPS its practically unusable. If anyone else was having this issue I hope this solution works!

Not really paralyzer physics it's game physics in general, the engine is gay so anything above 200 will make you basically float or glide in the air
