idk if this is the right place to ask but i have a severe input delay problem

both controller and keyboard and mouse have this problem and it isn't delayed the whole time it has like 10 seconds where there is no input delay and it progressively gets worse where there are like 5 to 6 seconds of no input then it combines all inputs i did within those 6 seconds, then it is fine for another ten seconds then repeats and this is the only game i have this problem on bo2 works fine and all my other games like skyrim work fine. i just wanna enjoy the game so if anyone knows how to fix the problem please tell me because it's unplayable on ps3 with all of the hackers
