Which files go into /mods and into /usermaps?

This is probably a total noob question, but right now I'm setting up my server's FastDL and I cant figure out which files go into the /mods directory vs the /usermaps directory. I have included a screenshot of all the files, any help is appreciated. Thanks

Hjbpenguin mods/Clinic Of Evil is one map. You don't put files here only mod folders. Then inside mods/Clinic Of Evil you have COE files.
There is no usermaps folder on World at War.
