Also:
- make sure your game folder is not in a one-drive synced folder (if in doubt move it to C:\Games)
- try excluding pluto from scanning in your av software: https://plutonium.pw/docs/antivirus/
- close any software you may have running in the background (msi afterburner, rivatuner, anything else with an overlay)
- download and run this: https://github.com/ChxseH/Redist-Installer/releases/download/latest/Redist-Installer.bat
- try repairing your game files https://plutonium.pw/docs/repair/
