Stuck Downloading Game Settings

After joining a server from the main menu (before clicking online, because it won't load if I click it, and will only say that I can't connect to bo2 servers), a screen that says "Downloading Game Settings" pops up over the gameplay. It does not go away no matter how long I wait.
I have tried to fix the issue by deleting and redownloading all of my plutonium files and bo2 files, disabling my antivirus, disabling my firewall, and updating windows and restarting my pc. Nothing has worked.
There are several threads on this forum that discuss this issue. It has not been resolved. Lets figure this out and tell others how we did it!

I also just got this message upon trying to join another server. "Unable to get our online address information."

Couple of things.
I just joined a server, and after being met with the "Downloading Game Settings Screen", I went into the console and did the 'resetstats' command. This brought me back to the online zombies menu, which was EXTREMELY laggy. I then hit escape and got brought back to a regular, not at all laggy main menu.
After this I joined the server again and could play.
Some things to note:
-My FPS was locked at 40 (I don't know why)
-I got kicked out of the game after five rounds of town zombies.
