Constant lag spikes

I hit 144 fps all the time and every 30 seconds it stutters and lags for a few seconds and then runs fluid again. Why and how to fix that bs? Was trying every "fix" on the internet, nothing worked.

EDIT: So I figured out that plutonium-bootstrapper runs on two logical/virtual threads instead of running on all 4 cores and 4 threads. How to start MW3 with all cores and threads? Its anoying to set that every time I start MW3
