Where is the command prompt

Im having the error: context deadline exceeded (Client.Timeout or context cancellation while reading body) and i'm having trouble following the fix "Open command prompt in the folder that you have the Plutonium Launcher" as i cannot find the command prompt.

make a shortcut and add in line -timeout 600 its works for me
