No. With plutonium you can only play with people that also have plutonium installed.

because plutonium has its own servers, they will need to install the plutonium mod to steam. the only difference is that the standard pluto one is a torrent, and they would have the full game under steam. you can find the instructions on that under the install section of the plutonium website https://plutonium.pw/docs/install/

We don't use Steam servers. But they can play on Plutonium with their Steam files without any issue.
