Would it be possible to do these mean/dumb things?

I really want to make the life of the players that play on my server a living hell, I want to know if this things are possible:

Decreasing damage dealt by player (If this is possible I think that I can decrease the damage of someone who picks SCAR) (I don't think that changing weapon stats is possible)

Adding a function to a possible callback related to firing weapon, the function would make the player drop the weapon

Changing bouncy betties to sensors
-
Reduce explosion radius of C4s

Make everyone jump higher for a brief period of time
I was reading the gsc scripts that are pinned and with some time I could check if all those things are possible. But by putting this here I can update people that are interested and possibly get some help from modders.
Edit note: Correcting a lot of grammar, English isn't my native language.

Yes its possible, not to hard. But you can make all of them with just normal gsc scripts -
