Very Low FPS ON lowest Settings

I am getting very low fps on the lowest settings I can have and i still cant get 60 fps why is this I have a PC with 16GB 3200MHZ ram i5 11400f and an rtx 3060 12GB edition and my game is installed on an ssd i also have the steam edition which i have 0 issue with

Dallas14 i see this happening a lot with people using the RTX 30X0 series cards, not sure but my guess is it might be a driver compatibility thing

Dallas14 Use higher graphics so your graphic card uses more load. if it uses less load, it wont consider bo1 as a game rather just something in the background and it will lag.
Another fix would make the game run Prefered maximum performance in nvida control panel but idk how to do that

kapzalot i have tried running max settings still didnt help it sadly
