Pluto Console for other cod games

hi all! so every pluto cod game has this console thing and i was wondering how did yall add this to your games? because i want to play bo3 with a console similar to this as i want to use yawspeed (you type in cl_yawspeed in the console to get the desired yawspeed) thanks in advance.
