I cant open console and my game is stuttering like hell

im pressing "~" key but nothing happens. I tried installing pluto on both steam version and the version which plutonium website provided. In both versions i cannot open console.
BUT the weird thing is that i can open console in zombies mode. This is only happening in MP mode.
