Crashing on launch issue.

I have been have been having an issue when I start my game, it will instantly give me this error and then close itself. This has happened on both bo1 and bo2, but not mw3. I have tried both the torrent and the steam version and there was no difference. I have tried excluding Plutonium and qBittorrent from my antivirus as well as disabling my antivirus as a whole so it seems unrelated. I have tried reinstalling as well as verifying the game files more than once, no solution there. I also tried a fresh install of Plutonium. I saw a few other people with my same issue and no solution.
