Micro Stuttering fix found but not available?

Someone found the fix to the micro stutters, but the post has restricted access, and therefore very few people can fix it. The stutters make the game hard to play and ruins gunfights. So why is the access unavailable for me?

The post was probably deleted by the author or a member of the staff. Could be because the post contains wrong/bad instructions or it doesn't work anymore or any reason.
