Exterme Frame Drops Ever Few Seconds

Hey, I've been playing on Plutonium for a few month's now.
I got a perfect PC and used to cap frames by 144 FPS, now from time to time for no reason I' only getting 1 FPS every like 10 second's, please help me fix this.

I tried updating everything, uninstalling everything and reinstalling it but nothing seems to work for me!
