I tried to do everything but no servers appear in the list, moreover when I do to create a lobby the game remains 30-60s blocked and then gives me an error.

    port open:
    3074 udp/tcp
    27014 - 27050 tcp
    3478 udp
    4379 - 4380 udp
    27000 - 27030 udp
    28960 udp/tcp

I'm not under NAT, I also host a webserver on another computer, port forwading works

    windows firewall disabled

works fine on another computer in the same network

on the same computer the black ops 2 server list works

I also tried to delete the folder: AppData\Local\Plutonium\ but nothing changes

the internet connection is good and stable, I have a FTTH in italy

i tried to change filters and click refresh in server browser

    what else could it be?

When I try to do a private match it freezes for about 30s, sometimes it gives me an error in creating the lobby, other times it works after waiting and i can play with friends

davtur19 not sure, but you can check if you have LAN mode enabled (lan fully restricts you from joining any server, and it might not display servers).
