server can only be hosted once on a port

whenever i try hosting a zombies server it'll show up in the server browser, but if i restart/close and relaunch the server it won't show up in the browser for me or my friends. only way i can fix this is by port forwarding another port and moving the server onto the new port, then that process just repeats itself every time i restart the server. this happens regardless if the port is allowed through firewall or not, and when i do host it a second time on a port the server will run like normal with no errors, just doesn't show up in server browser. any fix for this?
