Cant Launch.. XINPUT1_3 reinstall message..

i have the folder selected to c://games
installed merged the dlc,
restarted pc,
tried a dowload from a similar thread,
i dont even know how to reinstall 'the program..' -
OnlyGreatPlayer Install DirectX on your machine. It comes with this DLL.
