Can i get a name thats in use but on an inactive account?

So ive played Cod 4 for years and i really enjoyed the Codjumper mod. My name while playing that was 'Jumper' inspired by the name itself but sadly i couldn't keep the name due to it being taken already on Plutonium.. However the account is inactive and has remained inactive since the day it was made so im just wondering if its possible for me to have the name?

Xume The forum activity is only for the forum usage. They could be playing right this second and it wouldn't show on the forum that they are active.
