BO1 Loadouts Not Working

Used UnlockAll to give myself everything. Trying to play in a private lobby with bots. When I select a loadout, I have no weapons or perks, and I can't sprint. If I pick up an enemy's weapon, I can shoot and sprint properly.
I think this has something to do with my level showing as 50 in the loadout creation window, but in game it thinks I'm level 1.
Need assistance please!

Damn I have been having the same problem and im using the steam version. This has been a problem for years and I still have found no fix.
