Perma perks not working

Hello everyone fed pluntonium, I dropped the game for a month or so then when I returned I lost all perma perks. Quite odd since I have downloaded the perma perk file and did exactly as mentioned on the website. However I noticed that I didn't have any perma perks most noticeably Jugg perma perk and PHD perma perk, I make no money now and its tough to rank up. What do I do in this case or how can this be solved. I play on the FED zombies servers and is rank 16. my frustration comes from me making around 800k -1 million in one round with phd + sniper perma perk however this is no more. and I don't know why. Is this change intentional or is there anything wrong?
