error message 0xc0000022

whenever i try booting up the game i will always get the error message 0xc0000022

going into windows feature application and turning on legacy components does not work.

im pretty sure that error is that it counldnt start thats what hapned when tried to run a game that wasent 100% installed

im not missing any game files from what I know.
