GPU Load While In a Match

Hello, while playing in a match through steam my GPU load hits a max of 55%. While playing through Plutonium my GPU sits at about 90% - 100%. I tested this using the map Nuketown on TDM.
Any idea what would be causing such a difference in GPU usage? I have seen a few other posts about a similar issue though people are telling them this is normal.

Samaritan the question is are you getting the same framerate on steam and pluto?
