So I really enjoy using the bots in MW3 and leveling up through the whole progression locally. Is there an equivalent or a process where I can do that in BO2 since the custom games choice in BO2 has everything unlocked already?

AL3K_PL 3arch has native working bots so you can add them to your server. However I recommend using BotWarfare as the mod makes the bots more customizable.

Host a local dedicated server with Bot Warfare installed and configured (dvars in your cfg)
Then you connect with localhost:port where port is the port in your bat file. Make sure it's not set to the default port. Port forwarding isn't needed
