Unable to activate Killstreaks on Xbox Controller MW3

I cannot seem to activate killstreaks on Xbox controllers. It tells me to press 5,6,7 and I looked at the options and I can only set one of the "killstreak reward slots" to the right d-pad. It still doesn't activate any killstreaks no matter which reward slot I select and can only set 1 of them for the right d-pad. Please look at the screenshot to see what I mean.
If anyone knows how to set the killstreaks to the controller please let me know.
